Winter Heating Assistance for WNC Seniors: Prepare for December 1 |
North Carolina's LIEAP offers eligible households help with winter heating bills, with earlier applications for older adults |

Prepare now for winter heating assistance
As temperatures fall in Western North Carolina, older adults may benefit from understanding the state's Low Income Energy Assistance Program, or LIEAP.
The federally funded program helps qualifying households with heating expenses through a one-time payment made directly to their energy provider. It is not a recurring monthly benefit.
When can you apply?
Households with a person aged 60 or older may apply beginning December 1 under the established state schedule. Certain households with a person with a disability receiving services through the Division of Aging and Adult Services also qualify for this earlier period.
Other eligible households may apply from January 1 through March 31, while funding lasts. Residents should confirm current instructions with their county Department of Social Services.
Who may qualify?
Eligibility depends on household income, responsibility for heating costs and other program requirements. Being over 60 establishes access to the earlier application period but does not guarantee approval.
Heating sources may include electricity, natural gas, propane, heating oil and other qualifying fuels. Benefit amounts depend on the household and available program resources.
Gather these documents early
Applicants may need identification, proof of address, income documentation and a recent heating bill. Depending on their circumstances, additional records may be requested.
Where to apply
Residents can use North Carolina's ePASS benefits system or contact their county Department of Social Services. In Buncombe County, the Public Assistance and Economic Services office is at 40 Coxe Avenue in Asheville, and its main number is 828-250-5500.
Residents elsewhere in Western North Carolina should consult their own county social services office.
What if heating is an emergency?
The separate Crisis Intervention Program may help eligible households facing an immediate heating emergency. Anyone facing an urgent loss of heat should contact county social services rather than waiting for the December application period.
Preparing paperwork now and checking official application requirements can make winter assistance easier to access when the enrollment window opens. |
